I don’t want to go into details because then I’d be accused of bringing up unrelated drama, but I think you’re onto something there.
It may be the colorist that is applying the CM clipart that is doing it poorly. Somebody screwed up here, no question.
Yes, it would be better if the artist drew it to start, but I don’t have a problem with clip-art pasting it on as long as it is done well.
It’s annoying because I’ve seen Fosgitt’s art elsewhere, and he is in fact a pretty good artist–when he takes the time to be one. Here he’s just telephoning it in. I don’t know if IDW is not paying him enough or the editors are just not doing their job, but someone needs to demand a better quality output from him. He is capable of it.
But just look at how he draws. Or what he isn’t drawing anymore, like backgrounds and props. And if you had seen the rest of this comic you would have noticed that he went overboard with his bipedal poses as if he were trying to compensate for the few panels he had the characters walking in all fours.
Also, trying to mock a valid point to pretend it cannot be used is not going to work, so don’t bother.

Also, actually he has cut down on the bipedal poses in other issues, (which are a common criticism of his art) so actually in some ways he has improved some things. Though, I will admit some of his older issues like the Rainbow Dash & Spitfire one looked better then the page above. (Though, Angel’s sad face is pretty good & funny.)
Uh, dude? Fosgitt has been drawing like this for years and rather than improving or caring, his comics only keep deteriorating more and more over time.
He already had his chance and completely wasted it by confirming he doesn’t care at all. He’s not entitled to infinite chances, especially when other faulty artists like Garbowzka made noticeable improvements compared to her original comics. (She is still drawing perfectly round heads though.)
Yeah, this comic has a lot of unfortunate factors for it are compounds by this existing Fosgitt dislike some have. People do not want to give him a chance, and I suspect some will put full blame for this issue on him.

Though, I do agree on sone things, and you have some points, his style is more “animated” and doesn’t really suit a more casual story like this with little action.
However, the issues with the story are the writer’s fault, not the artist. The artist usually does what the writer/editor tells them. (So for all we know, the bipedal poses are probably not entirely his fault. He did cut down on them in other recent issues. Yet, it’s still not enough as many just seem to have bias even when he does better.)
I’m honestly not too bothered by the bipedal poses, and as I said Fosgitt has cut down on them in other recent issues.
Still, I find it ironic when fans use that as the main excuse to hate on him, (and I mean “hate/bash” rather then just “critique”) as bronies praise many bipedal, or semi-anthro’ fanart pieces, and are now currently gushing over bipedal ballerina Twilight from one of the newest episodes of the show. (I even remember, on one of the previous Fosgitt drama threads, somebody posted all the times there was bad anatomy, and bipedalness in the show.)
Honestly, I wouldn’t mind the Fosgitt drama as much if people say critiqued other artists, or didn’t always repeat the same “zOMG terrible artist/anatomy/bipedal!” remarks. Honestly, I think Agnes Garbowska is worse then him, and I never see anyone critique, or bash her art. (And frankly, I like Fosgitt’s more expressive faces, over her animu Emoji faces. Her snouts look weird to at times too, among other things. But everyone is fine to excuse everything she does, because her art matches the show style more then his.)
Sorry, to bash on Agnes a bit, (sometimes her art can be good/cute) but I just wish people could critique her, or other IDW artists too. I haven’t seen hardly any of that for years.

Normally yes, but really this is one of the weakest issues, which starts with a good attempt to have a synchronous story with the show (but likely not based on actually having seen the episode in question, only the script to hit the major points), but because this is synchronous with Fluttershy Leans In, which basically almost nothing happens, nothing happens in this comic story either. Animals waiting for the sanctuary are restless, Angel gets the other pets and CMC to help calm them down. There’s slice of life stories, and then there’s “clipping toenails” that no one wants to really see.
So that then couples with Fosgitt who is normally good for stories that have motion and action (RD/Spitfire, Cheerilee wrestling, etc.) and you’re asking him to draw the MLP equivalent of Waiting for Godot and its not a great combination. His art is not well suited for a story like this - and honestly, in considering the story, none of the regulars are. Unfortunately, with the relatively empty story, Fosgitt’s shortcuts he takes as part of his style (which normally work for the better issue he has done) really stand out here. Nothing of interest visually is happening, so the use of bipedal poses suddenly is clear.
A lot of misfires here, far less on Fosgitt if you accept that he does have a certain style that works at times.
