It’s very similar to several traditional east and south Asian martial arts weapons, and in the hands of someone trained to use it properly would be a fearsomely effective melee weapon; there are some pretty good videos on Youtube of bat’leths being demonstrated by people who know what they’re doing.

There are training manuals and videos of bat’leth forms and moves, probably made by nerds like us who reeeeealy like Klingons.
 
Apparently the thing was originally designed by the Star Trek:TNG Stunt Co-ordinator/fight instructor, and he designed it to be a useable weapon.

Klingons are badass, but I always wondered how to use their signature weapon. It doesn’t look very practical. You’d think a normal sword would be better.
