While theoretically possible, I don’t think a conventional (non-nuclear) explosives wouldn’t be enough.
 
The Russian-made ATBIP (aka “Father of All Bombs”; 4x more powerful then the American MOAB) is said to be identical to a small nuke but without the radioactive fallout. The blast diameter of an ATBIP is 600 meters. A hurricane has a diameter of 805,000 meters. I’m no expert but I doubt the detonation would have a significant effect.

But I do wonder about the concept of using the overpressure generated by large explosions to cause hurricanes to destabilize and dissipate… like conventional explosives, I mean. I wonder what it would take.
 
Or we’d make it worse. I dunno. I’m not a thermodynamicist or meteorologist :V

Believe it or not, when Florida was experiencing nearly weekly hurricanes some 7 years ago, nuking a hurricane became one of the media’s proposed method of dissipating a hurricane.
 
Great, as if a normal hurricane wasn’t bad enough, they wanted to make it radioactive. Idiots.

Hurricane Andrew occurred in 1992. It caused altogether over 9.3 gazillion dollars in property damage and produced 6.8 bajillion civilian and armed services casualties.
 
The Current U.S. foreign relationship with the Atlantic Ocean is one of tense silence, much like the Cold War of the late 20th century. There have been multiple minor incursions on U.S. soil by the Atlantic Ocean, most of which have been on the eastern coast and met by the National/Coast Guard, though each incursion has ultimately failed due to inconsistent pressures on the part of the rest of the Atlantic.
 
Surprisingly, despite repeated offenses, neither party has yet declared war on the other, probably due to the understanding of Mutually Assured Destruction often carried by two superpowers. U.S. foreign officials have yet to level any threats against the Atlantic, despite the U.S.’ large nuclear arsenal, and the Atlantic itself has been equally quiet.

I have, and that’s not that bad. The media made it sound like it was a hurricane on the destructive caliber of Hurricane Andrew ( a hurricane in 1992 that made Homestead look like Hiroshima).

Generally that is true, but mass panic usually causes more problems than it solves.  
Things like this are usually just a media field day that the panic-prone populace usually takes way too seriously.

@GoldenPwny Yeah, impending hurricanes are usually blown out of proportion. Better safe then sorry, I guess.

Overall it was blown waaaayyy out of proportion. Coming from Florida I’ve seen much worse.
