Nope, it’s just because Luna’s regalia is black normally. As it happens, when you desaturate black it stays black. So it could have the exact same amount of desaturation as Celestia’s regalia, but we just wouldn’t be able to see it.

It’s not actually silver. She’s still wearing her normal regalia, it’s just desaturated like many of the things in this comic.

The silver garb looks more like something for being battle ready IE: stainless steel, not actually silver.
It looks “wrong” because she normally wears gold, but then it makes sense that she’d be wearing armor.
