I guess the bag over the head is for traditional execution aesthetics, so other ponies don’t get confused and think it’s a suicide or lynching.
Timing doesn’t mean much, either way they’d feel the trap door fall away and taking to flight would be a knee-jerk response. Or wing-jerk, as the case may be…
I mean, I don’t even have wings, but I think I’d automatically respond to feeling the ground fall away by trying to grab for something to hold on to, and hanging on to something is something I do way less often than a Pegasus flies.
Like how if you fall backwards in a chair while asleep you jerk awake and flail about for something to grab.
I’ll bet just about every Pegasus would reactively flare to flight, and would have to then decide whether to submit or struggle. And it’d be hard to submit. Maybe even as hard as it is to hold your breath to passing out. Flapping wings to fly would be about as deeply engrained in them as balance is for us.
Maybe more like it’d be like actively choosing to trust fall even when you know it’ll slowly kill you.
Bag over the head to prevent timing when to take flight with when the lever is pulled for maximum survival time?
Realistically (at least in my dark, depraved mind), they’d have put a bag over her head and tied up all four hooves to a weight. Thataway she can choose to either A. let it happen and die quick, or B. flap her wings until either she tires or has a misflap and hits the side of the trapdoor, thus making her lose control and strangle.
This could actually be a neat pegasus execution method, let the accused decide if they want to accept their fate and die fast or spit in the face of their executioners and potentially die slow.

But even with her hooves tied if you have days you’ll probably find some way to get a noose off.
But realistically they’d just quickly grab her, tie her wings and do it again. Or just yank her down if they can manage.
