Alucard as Sombra is a nice one because is fairly reasonable.  
But…  
Cadence is a plainly annoying plot device which simply does not share a single behavioral or personal trait with the character you’ve just mentioned - and Fluttershy, even if reasons given are solely for fan depiction and the claim that she’s “shy and pleasant” would pale in comparisson to many other possibilities out there.
 
You’re basically forgetting the nature - the essence of a whole character in favour of mere tropes.  
I think this is why some series such as this one as a whole should never be dragged into other fandoms and are better left alone.

I vote Princess Celestia as the “strong and ruthless iron-fisted leader” role as Integra and Princess Luna as the “young and naive yet capable of so much shit” Seras.  
Just some examples: Princess Celestia restricting ex-king Sombra to Cromwell Approval, same psychological cat and mouse play, Princess Luna (who has dark based powers, pretty much like Sombra) evolving from S1 to S2* just like Seras turned from a mere fledgling to trve nosferatu.  
Please feel free to contradict me, as these are the only characters I can personally see in the whole MLP:FiM world able to fit their roles.  
*(or NMM instead, if you think like me and like only S1 better :) )

Fluttershy as Seras actually fits pretty nicely, given she’s a shy and pleasant - and, in fanon, big-tittied - girl who’ll go berserk on occasion.
 
I still say Twilight would be the superior Integra. Rarity maybe, if she wasn’t so suited to be Walter. XD
