There are tons of great artist in the fandom with very different styles. It’d mostly come down to your taste and what you think would look the coolest. You’d also have to take into account which artists do and don’t take on commissions, because not all of them do.
I would prefer Derpibooru the best than rule 34.
But what is the best, highest, number one artist who can draw anything like, screenshots without silhouettes and
almost everything?
That website is generally geared more towards pornographic works and pornographic works only. Don’t get me wrong, there’s
quite a lot of material over there, pony stuff included, but I highly doubt that the specific kind of image you’re looking for is there.
Derpibooru really is your best bet for non-pornographic images. And, if worst comes to worst, you could always try to get a commission for the specific kind of art you’re looking for.

Along with that, is rule 34 safe to search for the image I’m looking for? If it actually exists?
I haven’t seen the precise art you’re looking for, I was merely offering a way to find it if it exists. As I said before, checking the tags seems like the correct way to go about it. Luckily, Derpibooru’s tags system seems a lot more manageable than, say, Rule34.xxx’s. Just click the tag for the episode, “The Cutie Re-Mark”, then add what you need to your search, separating each tag with a comma. Unlike Rule34, underscores are not necessary.

Honestly, you can probably find what you’re looking for in the tag for the episode, “The Cutie Re-Mark”. The scene’s been done a few times by fandom artists, so if I were you I’d try there. Make sure to add Zecora to your search to narrow it down a bit.
